Import substitution

Import substitution is the most important state priority, the implementation of which ensures balanced development of the region and the country as a whole.

To increase the competitiveness and efficiency of the real sector of economy, import substitution policy is implemented through implementation of the following measures:

  • maximum use of local raw materials in the development of new industries, creation of cooperative and auxiliary production to increase the level of localization of manufactured products as the main steps for reducing the import intensity of manufactured products;;
  • entering into cooperation with multinational corporations operating in the territory of the Eurasian Economic Union and other countries for development and production of high-tech products, including activity of the Free Economic Zone "Mogilev";
  • providing and expanding tools for stimulating import-substituting production;
  • reorientation of importers to organize import-substituting production and export of these products;
  • priority use of foreign capital in the production sector.

One of the important components in this direction is to stimulate establishment of import-substituting and export-oriented productions.

This is facilitated by a number of legislative acts of the Republic of Belarus:

  • Decree of the President of the Republic of Belarus No. 235 of June 8, 2015 "On Socio-Economic Development of the South-Eastern Area of Mogilev Region",
  • Decree of the President of the Republic of Belarus No. 10 of August 6, 2009 "On Creating Additional Conditions for Investment in the Republic of Belarus",
  • Decree of the President of the Republic of Belarus No. 6 of May 7, 2012 "On Stimulating Entrepreneurial Activity in Medium-Sized and Small Urban Settlements and Rural Areas".
The enterprises that have been registered as "Mogilev" FEZ residents are provided with preferential tax treatment.

In addition, Mogilev region uses financial instruments to support small and medium-sized businesses to develop and expand production:

  • providing state financial support to small businesses at the expense of the regional budget within the State program "Small and Medium-Sized Businesses in the Republic of Belarus" for 2016-2020;
  • providing state financial support to economic entities of the region at the expense of the Innovation Fund of the Regional Executive Committee within the state program of innovative development of the Republic of Belarus for 2016 – 2020.

As part of the development of import substitution, small and medium-sized businesses are invited to consider development and production of the following commodity products:

For interaction of economic entities of the region (and the Republic as a whole) for the development and production of import-substituting products within industrial cooperation, a list of industrial and technical products manufactured by the largest enterprises of the industrial complex of the Mogilev region is presented.

The state Committee for Standardization of the Republic of Belarus has developed and put into operation the state catalogue system "Products of the Republic of Belarus".

Based on the data bank of the state product catalogue system, the telecommunications system "Product Catalogue of the Republic of Belarus", was created and put into operation. It contains information about more than 70 thousand types of products (type, brand, model) produced by all branches of industry of the Republic of Belarus and contact information of more than 6000 Belarusian enterprises that produce serial products.
